It's not that they're letting their underlying carrier do the invoices. It's just that the relationship between them and the underlying carrier is a separate relationship from theirs to you. If they lose money on the rates they guaranteed you, it's their problem, not yours. What's important is what you get charged, not what someone else's cost structure is.
