It isn't really in a state for novices at the present
you'd need:
1) a java compiler
2) a java code signing certificate (java applets can't read from the
mic
without being signed)
3) appropriate javascript and DHTML to implement the look and feel
4) an asterisk (or freeSWITCH) to talk IAX to.
