We are using it here. And it can scale from 1 to n system.
Also a opensips +cdrtool + mediaproxy are totally free but need a deep understanding of what you are doing ;) But there is hope! i have managed to build a reliable opensips proxy for 20k call's a day from scratch. I think with couple experienced programmers you can do a lot more.
