I believe it's echo and/or jitter being measured when the call is connected as I recall it being explained. This issue has existed for a long time and I'm not sure there's much you can do about it except to wait for a second before speaking when a call is connected. I think maybe I have trained myself over the years to deal with this by waiting until I actually hear sound on the other end of the line before speaking. For example, when I answer a call, I don't say, "Hello" until I hear a bit of noise on the channel which takes a second. If it's longer than about a second maybe you have some other issues to deal with.
