I don't know how good Asterisk's GR.303 support, but you could use DLCs as well. However, that's a lot of complexity and (seemingly) immature functionality liability to achieve the same end you'd get with a channel bank. The only benefit is that DLCs are specifically for oversubscription, whereas on PRIs you'd be doing one timeslot per one POTS line on the trunk side.
