Hi, i think the primary question here is - should it be java, activex or flash based.
There are some implementations for each of there types out there. Basicaly it is a simple softphone which can get configured and accessed using javascript. So you can do the layout in html - and invoke softphone functions using javascript. I would also suggest do add a "call me on my phone" option for users which will have problems with the softphone...
