Probably worth adding the Asus eeeBox to the list. It doesn't have space for a PCI card and isn't *strictly* fanless (but the fan tends to be off most of the time), but we've used them for a few recent asterisk installs and been decidedly impressed with them. Considerably more powerful than most of the above, which might make a difference if your end users are doing transcoding.
