Basically when you speak, silence threshold is how loud silence is. On a mobile call there might be quite a bit of background noise, so the silence threshold needs to be a bit higher. If you have noise that is louder than the threshold then it will be considered as speaking. Conversely, if you have words that are quieter than the threshold then they will be considered as silence. I'm not sure what the units are, doesn't really make much difference. Basically you want it to be as low as possible, but not so low that it recognizes background noise as words.
