And is it a special kind of VOIP you have to sign up for or can any VOIP provider/program fulfill the needs?
Most consumer VoIP providers will not meet your needs. I would strongly suggest you find a provider that advertises support for Asterisk. You couldn't, for example, configure Asterisk to use your Skype account. :-)
