I dug through the extensions_additional.conf in Trixbox to see where a variable might be set for user counts, and discovered that this *is* actually asterisk (not Trixbox) related. I still don't know where the MeetMe application stores who is logged into a conference, but I did discover the CLI command "meetme kick <conf #> <user #>", and with "meetme list <conf #>" I was able to list the users that were still registered as being in the conference, though it was clear they were not. Once I kicked the last ghost the conference disappeared as desired.
