Since the tutorial is 4+ years old and the Wiki author wasn't nice enough to include the source for /var/lib/asterisk/sounds/portable-number-ivr, the simplest solution I can offer is to either record these sounds yourself or to install swift and "pipe out" these files per the quoted values. Since my swift isn't licensed, I can't create them without the 8 second "nag" on front.
