I'm confused about the need for an ATA with an FXO port in a car? Phone -> PAP2T -> ETH -> HotSpot -> Internet -> Asterisk ----- If the hotspots have ethernet ports, you could go with a PAP2T (2 FXS) and you could power it with a 12V to 5V converter. Same with a PSTN cordless phone but I'd be careful about security.
Aastra -> DECT -> BaseStation -> ETH -> HotSpot -> Internet -> Asterisk ----- Snom and Aastra have DECT phones as well with less than 12V power requirements.
