Now I know about the asynchronous DNS issue, this all starts to make sense: presumably, when I disabled eth1 completely, the DNS queries just failed immediately, so didn't hold anything else up, whereas in the other scenarios (router or phone line down) the DNS requests weren't being answered, so Asterisk was waiting, preventing it from doing other things properly. So, as suggested, I'll go ahead and install dnsmasq (or similar), and that should fix things.
