So as Tilghman said, IAX.CONF is used for IAX version 2.
IAX1.CONF is used for IAX version 1 (chan_iax).
IAX version 1 is not maintained any more and is considered obsolete. Don't use it
in new installations.
If you are not using IAX version 1, unload chan_iax.so in modules.conf to avoid
the error above.
