Most people seem to be concentrating on 3G femtocells (there are various companies making designs based on picoChip soft radios). OpenBTS can be used (and there have been some successful quite large installations). Hay Systems were meant to be producing a 2G (GSM/GPRS) femtocell, but they seem to have gone quiet.
