Do you have two fax devices at your end, even a fax-modem attached to a computer will do?
You are going to need to provide more information such as your current configuration and traces of the sessions.
If you turn off all T.38 options in Asterisk and on the SPA you should still be able to make a transmissions using the G711 codecs.
Can you confirm you are able to send a facsimile from your device using a PSTN line?
