The best bet would be to set A to not allow calls to join when its empty of 
agents (joinwhenempty=no) and then in your dialplan do something like this

exten => X,1,Answer()
exten => X,n,Queue(A|Tt||<time in seconds to try this queue>)
exten => X,n,Queue(B|Tt||<time in seconds to try this queue>)
exten => X,n,Voicemail(<mailbox number>)

This is often called cascading queues.
