We have a peer (a Sonus Media Gateway), that sends "a=fmtp:101 0-15"
Asterisk sends "0-16" back, is there anyway to have asterisk send a 0-15?

No, and it's completely unnecessary. Asterisk is willing to accept telephony-event codes 0 through 16, but the other endpoint is not obligated to send them if it doesn't want to.
