Documentation for Asterisk developers (programmers), yes. That's why it is called 'progdocs' (programmer documentation).

The process creates an index.html file under the doc/ subdirectory in the Asterisk source tree; open it with a browser. However, you won't find 'settings' in it at all; it will be documentation of Asterisk's internal API calls for C development.
