This doesn't add up; you say '15 inbound lines' and '40 outbound lines', but 8 concurrent calls. What are these 'lines' going to consist of, and what will they be used for when they aren't being used for calls?

The amount of load you are talking about could be handled by a small Soekris box, a router running OpenWRT, a SheevaPlug, or any number of tiny, low power embedded devices. As Carlos already said, *any* decent x86 box produced in the last five years would be able to handle this without any noticeable CPU load at all.
