From what I understand from reading past messages about this (and I
could be quite wrong on this) the licenses are node locked to the server
they were installed on. During the registration / activation process, it
communicates this info to a central server somewhere. This prevents the
same key from being used twice. You need to explain your situation to
Digium and request a new activation key.
Support may be able to help you determine which key ins installed on which server.
