Mike, That is the only difference you see? Check out the Digest line. I would have thought that you would be seeing a 401 instead of 403 though (auth required instead of forbidden). The phone number part should be a meaningless string. You can test by telneting directly to your provider and entering the header information with the phone number and see what happens.
