The solution worked for me:
exten => s,1,Wait(1)
exten => s,n,GotoIf(${BLACKLIST()}?blacklisted,s,1)
...
[blacklisted]
exten => s,1,Answer
exten => s,n,Wait(1)
exten => s,n,Playback(privacy-you-are-blacklisted)
exten => s,n,Hangup
