Personally I think it's a good thing, though I don't know that regulation was needed. It appears that 911 services were going to be provided either way. This just prevents smaller players for skimping on the service. I'll gladly pay an extra $2/month to be able to call 911 when necessary. The question is going to be, will this make my VoIP phone number less portable?
