Of course, I left out a detail that may (or may not change) the answer. I'm using the external chan-sccp-b sccp module, not the chan_skinny bundled with asterisk.

Yes. SIP is simply used as the transport mechanism. It works pretty much the same as res_xmpp except without needing an XMPP server.
