Joshua, Regarding Outbound Registrations in realtime and a reload. Does it require a "pjsip reload" or full asterisk restart?

Yes, still true for transports. Outbound registrations, though, have been tweaked so that they can exist in realtime but require a reload to be picked up. Those are the two that come to mind.
