It's a compromise for the various parties who use Asterisk. In the case of
the normal user base, most are on internet connected devices so it can
download. For packagers they provide their own, and frown upon embedding
source code of other projects. For cases where downloading is not desired a
mechanism (linked below) is provided.

The wiki has information on an externals cache[1] or another mechanism
where the pjproject files that would be downloaded can be placed so they
aren't.
