can you play music on hold using the line in feature of your sound card to the phone?
I have a Logitech USB Headset, which has integrated Sound Card. I cant find the line feature, can you give me a hint where to find it?

BTW: the silence suppression as a workaround is working. But how to tell every user that he has to enable it?
