You might try to put phone specific information in

SIP<mac_addy>.cnf

Upon boot the phone checks for 

OS79XX.txt
SIPDefault.cnf
SIP<mac_addy>.cnf
If you don't have 

OS79XX.txt the phone will boot as normal.
