Just to follow up on this, my problem was that a long time ago I'd configured the Asterisk machine, which also happens to be a firewall, to fwd packets arriving on port 5060 into my LAN. This is why Asterisk never saw any SIP traffic - it was being forwarded elsewhere by the firewall.
