Files edited in CoolEdit and saved as gsm, even with the proposed settings don't work for me too.
Saved as .wav and converted with sox does the job.
We only use Macs and had no troubles. We had the audio professionally recorded and saved as AIFF's. I converted the AIFF's to gsm with sox. No problems at all.
