They will keep the same order _most_ of the time, however there are things out of your control that can cause the order to change: recompiling your kernel to use ACPI when you did not previously, the kernel itself changing the PCI discovery/binding order, etc. It is always better to have some independent means (other than PCI bus location) to identify a particular piece of hardware, but if the X100P does not have that, you don't have much choice.
