That's not gonna happen for a while. The incoming connection costs them hardly anything (that's why some providers have unlimited incoming minutes), and the handful of people who would actually use such a gateway would justify the cost of setting it up. Additionally, you'd need to use some type of enum service to determine whether the number you're calling IS a cell number, whether it goes to your preferred provider, etc. WLNP makes that part more difficult than it used to be.
