Clint - Yes. But it's not chan-capi that you need to worry about, it's the cards that CAPI supports.
An AVM Fritz does work in Australia, visit www.avm.de for the local reseller. Other cards I am not sure about but can't see any problems as Telstra uses the Euro ISDN standard. So theoretically any card supporting this standard would work.
