You're using an Asterisk server built in 2003, and possibly an old
Zaptel driver as well. Perhaps you might have more luck with your
hangup problem after an upgrade.
As for the cron job, you should be able to use the following:
/path/to/your/asterisk -r -x "restart when convenient"
