So whats the next step?
How much money are you willing to put in the project?
Are you talking POTS lines or a PRI?
If this is a serious project and you'd really like to clear it up I'd look at a Cisco device (maybe one of the newer rackmount 1700s) with FXO ports or a Serial interface for PRI.
You can use h.323 or SIP to communicate with the device.
