Hi,
Do IAX(GSM) -> IAX(ALAW) calls sound ok? What is the configuration of OH323 channel (oh323.conf)? Also, run asterisk with '-vvvcd', make a call and send the output. Don't forget to enable the logging of debug messages (logger.conf).
