At 20ms sample time you should be seeing 24-26Kbps(each way). We have
measured this many times before. I suggest you use Ethereal to see what
else is traveling in the wire. If you use 60ms then it drops to 13-14
Kbps (each way), unfortunately this is not possible with Asterisk since
it forces you to 20ms.
