The MAC address is unique a 6 byte address assigned to every 802-family (802.1 Ethernet, 802.11 wireless, etc.) network interface.
What happens when VLANS are added or removed?
Nothing... VLANs have absolutely no effect of MAC addresses; a VLAN is just a virtual partition within a switch.
Is it safe?
Completely.
