Should be:

exten => _9NXXNXXNXXX,2,Dial(SIP/${EXTEN:[EMAIL PROTECTED],60)
exten => _9NXXNXXNXXX,3,Congestion()
No, it will not wait 60 seconds, if it fails, it will fail instantly saying
"We're All Busy/Congested" and move on to the next priority. It will wait 60
seconds of ringing... (About 11 rings)...
