Generaly, voip server like asterisk, sip proxy, or h.323 proxy should never reach load of 1.0. Should always be less than 1.
I think if load is 2.0 than your voice quality should be bad. Spandsp is CPU sensitive. Especialy if you will try to send faxes with cpu load of 100% I think you will fail.
