I think I just missed something very fundamental. You are saying that the switch doesn't pickup the PSTN line until one of the choosen destinations performs an action like answer/dial, etc? I thought the switch picked up first, then routed the call based on the dial plan. So I can set usedistinctivering=yes with only an answer disposition/context on dring2 causing * to only pickup if you call that number!!!
