It works also for chan_capi when with the 'b' modifier for early-B3-connect. However, in this case your CDR records only show "0" as the dialled number (assuming 0 is the prefix to get to the PSTN). overlap/early-dial works also with zaphfc, AFAIK. And it works with GS 101 phones, but, to my current knowledge, not with PA168 based phones. For the Sipura SPA-2000 I don't know if it works or not.
