I've read the manual, for the most part. I've set the <volume> xml tags all to 1 but when the phone first boots the volume is still not on the highest.

There are hundreds of parameters that you can configure to your needs per phone, including speed-dial entries and boot up volume settings. It's worth a read through the admin guide at least once to see what this phone can do.
