No you don't. In fact you don't need to create the mailboxes by hand - the first time your users dial in to the Voicemail application * will create the mailboxes for them, based on entries in voicemail.conf


As for the busy and unavailable messages, the user can create those by dialing in to the Voicemail application and selecting the appropriate menu option:

Press 0 at the main menu
  Press 1 - record unavailable message
  Press 2 - record busy message
  Press 3 - record user's name
