When it comes from the factory, the IAX is set to contact a DHCP server to obtain it's initial IP address. This is so that you can contact it for the first time to program it.
>From there, you need to run the configuration utility on it to set the rest of the parameters. If you choose to assign it a static IP address, it will retain that address indefinitely.
