I guess you've got this in the [general] section, then? The codec list there is a specification of which codecs are allowed, and they are listed in order of priority. Thus, with your list, anything that *can* speak g729 *will* do so. You can override that, in individual per-phone sections in the file:
[faxmachine] disallow=all allow=ulaw
