In your sip.conf file, for each user just make sure you have the higher priority codec listed first followed by the lower priority ones.
Before you do that, make sure you do a disallow=all.

;disallow=all ; First disallow all codecs
;allow=ulaw ; Allow codecs in order of preference
;allow=ilbc ; Note: codec order is respected only in [general]
...and AFAICS this is how asterisk works as well
