I struggled with this issue too. In my case, it was for the voice part of a combined T-1 line from XO, which is coming out an Adtran 604 router as the CPE. The secret sauce for me was to configure all 24 channels, but then only use the first 6 (since that is what we ordered) in the dialplan.
