I wonder do you need a delay before sending digits on that line? - can 
you connect a normal phone in parallel to the fxo connection with a 
splitter and have a listen to whats happening?  I had a problem with not 
all the digits getting to a cellsocket (which turns a cell phone into a 
pots rj11 port).  I had to put in a leading "w" into the Dial command 
for that fxo port to make a delay beween the fxo opening the line and 
then sending the dtmf numbers for dialing - my extensions line now looks 
like: -

exten => _08XXXXXXXX,1,Dial(Zap/1/w${EXTEN}#)
(although I also had to put in the trailing # character for the 
cellsocket too).
